In 1999, the City of Clinton enacted a CDBG project to complete the first portion of Hampstead Boulevard on the eastern portion of the proposed alignment. The roadway section now under construction will provide access to the Super Wal-Mart from the area near Morrison Heights Baptist Church just off I-20. Previous improvements tie into Broadway Street just east of Springridge Road, south of Highway 80. WGK, Inc., which provided the design of the eastern-most portions of the roadway improvements, is currently performing the Construction Administration duties of the Phase II portion of these improvements.
The previously completed improvements were funded using Tax Increment Financing (TIF) at a cost of approximately $2.5 million and included construction of a three-lane, curb and gutter section with water and sewer utility upgrades along the alignment. Upon completion of the remaining section, the roadway will be approximately 2 miles in length, generally following an alignment parallel to the Interstate 20 alignment for the first 1.5 miles from the west, then turning northeast on alignment that will ultimately tie to the previous projects.
